PRO Services in Dubai for Companies That Want Every Government File Handled
PRO Services in Dubai for Companies That Want Every Government File Handled
Dubai runs its own residency directorate, its own licensing department and the largest network of MOHRE accredited centres in the country, so a company here deals with more counters than anywhere else in the UAE. Emiracle provides PRO services in Dubai by preparing and submitting each transaction on your company's behalf: Department of Economy and Tourism licence renewals and amendments, the GDRFA Dubai establishment card, MOHRE work permits and contracts, staff residence visas, Emirates ID and medical fitness bookings. Your managers keep running the business while one consultant tracks every expiry date from our Downtown Dubai office.

Company immigration files in Dubai sit with the General Directorate of Residency and Foreigners Affairs Dubai (GDRFA Dubai), not the federal ICP. GDRFA lists an expected completion time of 48 hours for a private sector or free zone establishment card, applied for online, at Amer centres or at its main building.
SourceDubai holds 73 of the 152 business service centres accredited by MOHRE nationwide, according to the ministry's updated list reported in November 2025, more than any other emirate.
SourceMedical fitness tests for Dubai residence visas are carried out at 23 centres managed by Dubai Health, with results usually sent by email and SMS within 24 hours.
SourceSince October 2025, free zone companies holding a Dubai Unified Licence can apply through the Invest in Dubai platform for a Free Zone Mainland Operating Permit, issued by the Dubai Business Registration and Licensing Corporation under Executive Council Decision No. 11 of 2025 and renewable every six months.
SourceWhy Dubai has more counters than other emirates
A Dubai mainland company answers to three separate systems. DET holds the trade licence, GDRFA Dubai holds the immigration file and MOHRE holds the labour file. Emirates ID still runs through the federal ICP. Each system has its own login, its own expiry date and its own penalties when a date is missed.
Delays usually come from those systems drifting out of step, such as a renewed licence beside a lapsed establishment card. We keep the four records aligned so a change like a new manager is reflected everywhere in order.
Keeping the DET licence live
DET renewals can be completed online through Invest in Dubai, and Gulf News has reported that a renewal can also be started by SMS to 6969 with the licence number. What slows a renewal is rarely the form itself. It is an expired tenancy registration, a missing external approval or an activity that has changed since the last cycle.
Emiracle checks each of those points a month before expiry and submits once the file is clean. Amendments such as adding an activity, changing a partner share or updating the trade name follow the same preparation, and we then update the GDRFA and MOHRE records to match.
Free zone companies working onshore
Dubai has a dedicated permit letting free zone companies trade on its mainland. The Free Zone Mainland Operating Permit runs for six months at a time, needs a Dubai Unified Licence and is applied for through Invest in Dubai. Holders can use their existing staff for mainland work. We prepare the application and diarise each six monthly renewal alongside your free zone licence.
Onboarding a new hire, start to finish
For each employee we prepare the MOHRE work permit and contract, then the GDRFA Dubai entry permit, change of status where the person is already in the UAE, the Dubai Health medical test, Emirates ID and the residence visa. The employee attends only the medical screening and any biometrics appointment. When staff leave, we close the contract and cancel the visa in the right order.
