How Long Does a UAE Employment Visa Take? Step by Step Timeline

27 October 2026 · Emiracle Advisory

Quick answer: A UAE employment visa on the mainland can now be completed in about five working days through MOHRE’s Work Bundle, with the work permit itself listed at 2 working days and the ICP residence permit at 2 days. Real timelines are longer when documents need attestation, medical slots are busy or the quota is full. Free zone timelines vary by authority.

Key takeaways

  • The process runs in order: job offer, work permit, entry permit or status change, medical test, Emirates ID biometrics, then residence issuance.
  • MOHRE says the Work Bundle cut total processing from about 30 working days to five, with fewer documents and only two in person visits.
  • The employee must complete residence formalities within 60 days of entering the UAE, according to ICP.
  • Passport stamping ended in April 2022. The Emirates ID is now proof of residence.
  • Free zone companies apply through their free zone authority, so timelines and fees differ.
  • Most delays come from unattested certificates, quota limits and incomplete applications, not from government processing.

How long does a UAE employment visa take from start to finish?

Employers and new hires usually ask the same question: when can work legally start? The honest answer is that the government stages are short, but the preparation around them is where time is lost. For mainland companies, the Ministry of Human Resources and Emiratisation (MOHRE) announced in June 2024 that its Work Bundle, now available across all emirates through the Work in UAE platform, reduced processing “from 30 business days to just five”. The number of required documents fell from 16 to five, and service centre visits from seven to two: one for the medical test and one for Emirates ID biometrics.

That five day figure assumes a clean file. It does not include time spent attesting a degree abroad, waiting for the employee to fly in, or booking a medical appointment in a busy month. A realistic plan therefore separates government processing time from preparation time.

What are the steps in the mainland UAE employment visa process?

For a mainland company licensed by a Department of Economy and Tourism or equivalent authority, the employee’s work permit is issued by MOHRE and the residence by ICP, or by GDRFA for Dubai residence. If you are still choosing a structure, our mainland company setup team can explain how quota and activity affect hiring.

  1. Issue the job offer. The employer issues an offer that follows the standard MOHRE contract. Both parties sign it, and the employee can verify it through MOHRE’s eServices.
  2. Apply for the work permit. The authorised signatory submits the application with the employee’s documents. The company needs a valid licence, no violations that suspend its file and an available electronic quota.
  3. Entry permit or status change. An employee outside the UAE travels on the entry permit. An employee already inside the UAE on an eligible visa can usually change status without leaving.
  4. Medical fitness test. Applicants aged 18 and over must pass a medical test at an approved centre in the emirate of residence.
  5. Emirates ID biometrics. The employee attends a service centre for fingerprints and a photograph, unless exempt or already registered.
  6. Health insurance and tenancy details. Valid health insurance is required for most categories, and some emirates ask for a utility bill or address details.
  7. Residence issuance. ICP or GDRFA issues the residence electronically, and the Emirates ID card is delivered by courier.
  8. Employment contract registration. The signed contract is registered with MOHRE so the work permit and residence are linked.

What changed with the Work Bundle?

Before 2024, employers dealt with separate portals for the labour and immigration stages. The Work Bundle combines hiring, work permits, visas, employment contracts, Emirates ID, medical examinations, renewals and cancellations on one platform with a single payment. Typing centres and PRO agents still submit on behalf of companies, but the sequence is now joined up.

Is there still passport stamping?

No. ICP stopped issuing residence stickers on 11 April 2022, and the Emirates ID now serves as proof of residence. Some people still say “stamping” out of habit, but the final step is the electronic residence plus the ID card. You can print a residency details page from the ICP app or website if a bank or embassy asks for it.

How does the free zone UAE employment visa process differ?

Free zone companies do not normally apply for a MOHRE work permit. According to u.ae, work permits and residence visas are obtained from the free zone authority where the company is registered, and the number of visas depends on the company’s licence package and office space. DIFC and ADGM run their own employment frameworks. Compare options in our guide to free zone company formation.

  1. The free zone company requests an employment entry permit or establishment card update through the authority’s portal.
  2. The authority reviews the employee’s documents and issues the entry permit.
  3. The employee enters the UAE, or changes status if already inside.
  4. The employee completes the medical test and Emirates ID biometrics.
  5. The residence visa is issued against the free zone company as sponsor.

u.ae does not publish a single timeline for free zones, because each authority sets its own service levels. Some free zones offer express processing at an extra charge. Ask the authority, or your adviser, for current turnaround times before you set a start date.

Which documents do employers and employees need?

From the employee

  • Passport copy valid for at least six months.
  • Clear colour photograph on a white background.
  • Academic certificates, attested where required. MOHRE links this to skill level: a bachelor’s degree for levels 1 and 2, a diploma for levels 3 and 4, a high school certificate for level 5.
  • Professional licence from the competent authority for regulated roles, such as doctors, nurses, pharmacists and teachers.
  • For nationals of Pakistan, Afghanistan, Iraq and Iran, copies of both sides of the national ID card.

From the employer

  • Valid trade licence and establishment card or immigration file.
  • Signed MOHRE offer letter or free zone equivalent.
  • Available visa quota.
  • Health insurance policy for the employee.
  • Authorised signatory access to the relevant portal.

What causes delays in a UAE employment visa application?

Government service times are short. The weeks that people complain about almost always trace back to one of the following.

  • Certificate attestation. Degrees issued abroad often need attestation in the home country, at the UAE embassy and then by the UAE Ministry of Foreign Affairs. This can take longer than every other step combined. Our PRO and government services team can manage this alongside the visa.
  • Quota limits. A mainland company without available quota, or a free zone company whose package is full, must increase its allocation first.
  • Company file issues. Expired licences, unpaid fines or violations can block new permits.
  • Name and data mismatches. Different spellings across passport, certificates and the offer letter trigger rejections.
  • Medical results. A failed or repeated test, or extra screening, adds days.
  • Travel timing. The clock on the 60 day stay starts at entry, so late flights or long gaps between stages put pressure on the end of the process.
  • Security or nationality checks. Some applications go through additional review, with no published timeline.

How much does a UAE employment visa cost?

Costs vary by emirate, jurisdiction, skill category and whether you need a status change, express service or insurance upgrades. As one example of an official fee, MOHRE lists a two year work permit at AED 250 for category 1 companies, AED 1,200 for category 2 and AED 3,450 for category 3, plus a federal application fee of AED 50. Medical, Emirates ID, residence, insurance and typing fees are added on top and change from time to time. Under UAE rules, the employer bears the cost of the visa, travel, post-arrival requirements and residence; these should not be deducted from the employee.

What mistakes should employers and employees avoid?

  • Letting the employee start work before the permit is issued. u.ae warns that working without proper status is illegal and can lead to fines, imprisonment or deportation for both parties.
  • Booking a start date before checking the quota. Confirm the quota and company file status first.
  • Ignoring the 60 day deadline. Overstay fines are AED 50 per day once the entry permit expires.
  • Leaving attestation until the last minute. Start it as soon as the offer is accepted.
  • Using different job titles in different documents. The title on the offer, permit and contract should match the employee’s qualifications.
  • Forgetting dependants. Family sponsorship can only start once the employee’s own residence is issued.

Frequently asked questions

How long does a UAE employment visa take in total?

For a mainland hire through the Work Bundle, MOHRE states the process now takes around five working days, down from about 30. In practice, the end to end timeline also depends on travel dates, medical slot availability, quota and document readiness, so plan for longer if anything is missing.

How long does the MOHRE work permit take?

MOHRE lists a service completion time of 2 working days for a new work permit for a worker recruited from overseas, once a complete application is submitted by the authorised signatory and the company has an available quota.

How long can a new employee stay in the UAE on the entry permit?

u.ae states that the work permit lets the employee enter and stay for two months while the employer completes the residence permit. ICP states the residence must be finalised within 60 days of entry, after which overstay fines apply.

Do I still get a visa stamped in my passport?

No. ICP stopped issuing residence stickers from 11 April 2022. The Emirates ID now serves as proof of residence, and you can print residency details from the ICP app or website if needed.

Is the free zone process faster than the mainland?

It can be, but not always. Free zone authorities process work permits and residence visas for their own companies, and timelines vary by free zone, quota, workload and completeness of documents. Ask the authority or your adviser for its current service levels.

Can the employee change status inside the UAE instead of exiting?

Usually yes, if the employee is already in the UAE on an eligible visa. A status change avoids leaving the country, but it carries its own fee and approval step, and eligibility depends on the current visa type.

Who pays for the employment visa?

Under UAE rules summarised on u.ae, the employer bears the cost of the entry visa, travel to the UAE, post-arrival requirements such as medical tests, and the residence permit. Recruitment costs must not be charged to the worker.

What is the most common cause of delay?

Incomplete or unattested documents. Degree certificates that need attestation, passports with less than six months’ validity, missing professional licences for regulated roles and an exhausted visa quota cause most hold ups.
