Local facts for Abu Dhabi

Economic licences in Abu Dhabi are regulated by the Abu Dhabi Registration and Licensing Authority (ADRA), which operates under the Department of Economic Development. ADRA waived outstanding late renewal fines for 7,823 commercial and industrial establishments in a three month initiative that ended on 15 August 2026.

In December 2025 ADRA launched a Remote Visual Inspection Service, letting inspectors review licensed premises by secure video call and issue results electronically instead of visiting in person.

Abu Dhabi has 50 MOHRE accredited business service centres: 41 in Abu Dhabi City, 8 in Al Ain and 1 in Al Dhafra Region.

ADRA reported that freelancer licences rose 224 percent and licence renewals rose 5 percent in the first half of 2026 compared with a year earlier.

Three regions, one compliance calendar

Plenty of Abu Dhabi companies hold a head office licence in the capital, a branch in Al Ain and project staff in Al Dhafra. The licensing authority is the same, but the ICP counters, medical screening centres and MOHRE accredited centres differ by region. We map each employee to the nearest official service point so nobody drives two hours for a biometrics slot.

Every licence, branch, establishment file, work permit and residence visa goes into one calendar, with alerts well ahead of each expiry.

Renewals before penalties build up

The ADRA fine waiver this year showed how many businesses fall behind on renewal. A waiver is welcome, but it is not something to plan around. Late licences also block immigration and labour transactions, which means new hires stall while the licence is put right.

Emiracle starts each renewal early, confirms the lease and any activity approvals are valid, and submits so the licence rolls over without a gap. If your licence has already lapsed, we prepare the catch up file and tell you plainly which steps need settling first.

Amendments that flow through to every record

Adding an activity, bringing in a partner, changing the manager or moving premises starts with ADRA, then has to be mirrored in the ICP establishment file and with MOHRE. We sequence those updates so the authorised signatory on each system matches the licence, which avoids rejected visa applications later.

Where an amendment triggers an inspection, ADRA's remote video inspection can save a site visit. We prepare your team for the call so it passes first time.

Hiring and screening staff in the capital

Abu Dhabi residence runs through ICP rather than a local directorate, and visa medical screening is carried out by SEHA. For each new employee we file the MOHRE work permit and contract, the ICP entry permit or change of status, the SEHA screening booking, Emirates ID and the residence visa. For larger intakes we can request SEHA's mobile screening clinic so a whole team is tested at your site.

  • MOHRE work permit and employment contract
  • ICP entry permit or in country status change
  • SEHA visa screening, individual or mobile
  • Emirates ID and residence stamping

Frequently asked questions

Which authority renews economic licences in Abu Dhabi?

The Abu Dhabi Registration and Licensing Authority, ADRA, which sits under the Department of Economic Development. Emiracle prepares and submits renewals and amendments to ADRA for you.

Is Abu Dhabi residence handled by GDRFA or ICP?

ICP handles it. Abu Dhabi does not have a separate local residency directorate like Dubai, so establishment files and staff visas run through ICP channels.

Where do Abu Dhabi employees take the visa medical test?

At SEHA's Disease Prevention and Screening Centres, which number 12 across the emirate. Companies can also book a SEHA mobile clinic for groups of staff.

Can my staff in Al Dhafra avoid travelling to the capital?

Yes, ICP runs offices inside TAMM Integrated Services Centres in Madinat Zayed, Ghayathi, Dalma, Al Marfa and Al Sila. We book the nearest one when attendance is needed.

Does ADRA still inspect premises after a licence change?

Yes, but many inspections can now be done remotely. ADRA's Remote Visual Inspection Service, launched in December 2025, uses secure video calls.

What happens if my Abu Dhabi licence has already expired?

The licence has to be renewed before most visa and labour transactions can continue. We prepare the overdue renewal first and then restart any pending staff files.
