MOFA Attestation in the UAE: Documents, Fees and Process
17 October 2026 · Emiracle Advisory
Quick answer: MOFA attestation is the UAE Ministry of Foreign Affairs stamp that confirms the seals and signatures on a document so UAE authorities will accept it. Foreign documents must first be legalised in the issuing country and attested by the UAE embassy there. MOFA lists fees of AED 150 for personal and AED 2,000 for commercial documents, with digital attestation available through UAE PASS.
Key takeaways
- MOFA attests the signatures and seals on documents issued inside or outside the UAE; it does not verify the content itself.
- The UAE is not a party to the Hague Apostille Convention, so foreign documents still follow the full legalisation chain ending at MOFA.
- MOFA’s published fees are AED 150 for personal documents and AED 2,000 for commercial documents, plus courier charges where applicable.
- Eligible UAE-issued digital documents can be attested in about 2 hours through UAE PASS; courier routes take 1 to 7 business days.
- Most UAE authorities need an Arabic version prepared by a Ministry of Justice accredited legal translator.
- Rejections usually come from missing overseas stamps, altered or laminated originals, or wrong details on the application.
What is MOFA attestation and why does the UAE require it?
MOFA attestation is the final step that makes a document legally usable in front of UAE authorities. The Ministry of Foreign Affairs (MOFA) confirms that the seal and signature on the document belong to the authority that issued or certified it. It is not a check on whether the degree was earned or the marriage took place; that responsibility sits with the issuing authority and the earlier links in the chain.
Without this stamp, a foreign degree cannot support a work permit for many skilled roles, a marriage certificate cannot be used to sponsor a spouse, and a parent company’s board resolution cannot be relied on by a UAE registrar or bank. In practice, document attestation in Dubai and the other emirates is a gate that sits in front of almost every licensing, visa and court process.
Who uses it
Three groups use the service most: employees bringing qualifications for a work permit or professional licence, families sponsoring a spouse or child, and companies using foreign corporate documents to set up or change a UAE entity. MOFA also attests UAE-issued documents that will be used abroad, which then go on to the destination country’s embassy.
Which documents need MOFA attestation in the UAE?
MOFA’s own FAQs split documents into two categories, and the category drives both the fee and the paperwork. The table below summarises common documents and the usual chain for a document issued outside the UAE.
| Document | Category | Typical use in the UAE | Usual chain for a foreign document |
|---|---|---|---|
| Degree certificate and transcripts | Personal | Work permit, professional licensing, equivalency | University or education authority, notary where required, foreign ministry, UAE embassy, MOFA |
| Marriage certificate | Personal | Spouse sponsorship, family matters | Civil registry, foreign ministry, UAE embassy, MOFA |
| Birth certificate | Personal | Child residence visa, school enrolment | Civil registry, foreign ministry, UAE embassy, MOFA |
| Personal power of attorney | Personal | Property, banking, court representation | Notary public, foreign ministry, UAE embassy, MOFA |
| Police clearance or good conduct certificate | Personal | Certain licences and visas | Police authority, foreign ministry, UAE embassy, MOFA |
| Certificate of incorporation, memorandum and articles | Commercial | Branch registration, corporate shareholder in a UAE company | Companies registry or notary, foreign ministry, UAE embassy, MOFA |
| Board resolution and commercial power of attorney | Commercial | Appointing managers, signing on behalf of a parent company | Notary public, foreign ministry, UAE embassy, MOFA |
| Commercial invoice and certificate of origin | Commercial (eDAS) | Customs clearance for imported goods | Handled through MOFA’s separate eDAS 2.0 service |
Exact pre-MOFA steps differ by country. Some countries require state-level or chamber-of-commerce certification before the foreign ministry, so confirm the route with the UAE mission in the issuing country.
How does the attestation chain work for foreign documents?
MOFA states that documents issued abroad must first be attested by the issuing country’s Ministry of Foreign Affairs and then by the UAE embassy or consulate in that country. Only after those stamps can the UAE ministry attest the document. A typical certificate attestation in the UAE for a foreign document follows this order:
- Issuing authority or notary. The document is issued or certified by the competent body, such as the university, civil registry or a notary public for powers of attorney and corporate resolutions.
- Home country legalisation. The foreign ministry of the issuing country (and any earlier authority it requires) legalises the signature of the notary or issuing body.
- UAE embassy or consulate. The UAE mission in that country attests the foreign ministry’s stamp. Some missions take online applications; others require an in-person visit.
- Arabic legal translation if needed. Where the end authority needs Arabic, a Ministry of Justice accredited translator prepares the translation, ideally covering every stamp.
- MOFA in the UAE. You apply online with UAE PASS, pay, and the document goes through the digital or courier route assigned by MOFA.
- Submission to the end authority. The attested document goes to the authority that asked for it, such as the free zone registrar, a court, a bank or the immigration authority.
Apostille versus UAE legalisation
Many people assume an apostille replaces embassy legalisation. For the UAE it does not. The Hague Conference on Private International Law status table for the Apostille Convention lists Saudi Arabia, Bahrain and Oman as parties, but the UAE does not appear on it as of October 2026. An apostilled document therefore still needs UAE embassy attestation and MOFA attestation before most UAE authorities will accept it. If the UAE accedes in future, this would change, so recheck before you start a new file.
What is the difference between personal and commercial attestation?
Personal, or individual affairs, documents relate to one person. MOFA’s list includes educational certificates and transcripts (each counted separately), birth and death certificates, marriage certificates, medical reports, good conduct certificates, court certificates, personal powers of attorney, employment contracts and personal bank statements.
Commercial documents relate to a business. MOFA lists contracts, commercial registrations, trade licences, manager and director appointments, board and partner minutes, name changes, trademark registrations, distribution agreements, memorandums, financial statements and commercial powers of attorney, among others. A power of attorney can fall into either category depending on whether a person or a company grants it, which affects the fee.
Why the category matters
Selecting the wrong category or document type is one of the rejection reasons MOFA lists, and a rejected application cannot be edited or reopened. It is worth confirming the classification before paying.
How much are MOFA attestation fees in the UAE?
The MOFA FAQs publish the following figures, which were current at the time of review:
- Personal documents: AED 150 per document.
- Commercial documents: AED 2,000 per document.
- Commercial invoices and certificates of origin (eDAS): AED 150 plus service fees, with invoice fees based on the invoice value scale.
- UAE delivery: courier charges are added, for example regular delivery from around AED 31.50 depending on the provider.
The attestation service page adds that the total depends on the number of documents, the completion option and whether the document is personal or commercial, and that you see the full amount before payment. Overseas fees (notary, foreign ministry and UAE embassy charges) are separate and vary by country, as do translation costs. Treat any figure as indicative and confirm on the payment screen.
How do digital attestation and UAE PASS work?
MOFA now runs attestation online. Individuals sign in with UAE PASS; non-residents can register at uaepass.ae. MOFA assigns the route automatically based on the issuing authority and document type, and you cannot choose it yourself.
Digital route
This applies to eligible original digital PDFs issued by approved UAE government entities that carry a verification feature such as a QR code, barcode, link or reference number. Scans, photos and recreated copies are not accepted, and the file must not be password-protected or corrupted. MOFA states that digital attestation inside the UAE is completed within about 2 hours during working hours. Digitally attested certificates can then be checked through the UAE PASS document verification feature.
Courier route
Documents that do not meet the digital criteria, including most foreign originals, go through an approved courier. The original must be in Arabic or English or come with a legally certified translation, must carry the required prior attestations, and must not be laminated. Up to five documents with the same route can go in one application.
Do you need legal translation into Arabic?
MOFA itself accepts originals in Arabic or English. The end user is often stricter: courts, notaries, many government departments and some free zone registrars want an Arabic version. In the UAE, a legal translation means one prepared and stamped by a translator registered with the Ministry of Justice, which accredits legal translators after checking qualifications and experience.
Sequence matters. Translating before the attestation stamps are added means the stamps are missing from the Arabic version, which some authorities will query. Our legal translation service uses MOJ accredited translators, and where you need certified copies of an attested original, our true copy attestation team can help.
How long does the attestation process take?
MOFA publishes the following processing times for its own step:
- Digital attestation of UAE-issued documents: within 2 hours during working hours.
- Courier route for documents issued inside the UAE: 1 to 3 business days, depending on the provider.
- Courier route for documents issued outside the UAE: up to 7 business days.
The overseas stages usually take longer than the UAE step. Notarisation, foreign ministry legalisation and UAE embassy attestation can each take days or weeks depending on the country and the mission’s appointment availability. If you are planning a visa, licence or company setup, build the full chain into your timeline rather than only MOFA’s processing time.
Why do MOFA applications get rejected?
MOFA lists these rejection reasons on its attestation page, and a rejected application must be resubmitted as a new one:
- Information on the application does not match the document.
- The document is not original or has been altered.
- The wrong issuing authority or document type was selected.
- The document does not meet attestation requirements, for example missing the UAE embassy stamp.
- A document eligible for digital attestation was sent through the courier route.
Practical checks before you apply
Make sure names match your passport exactly, including spelling and order. Do not laminate originals. Check that every stamp in the chain is present and legible, and that a power of attorney names the right parties and powers before it is notarised abroad, because correcting it later means starting again. MOFA says rejected applications are refunded automatically within 14 days, but you lose time.

Frequently asked questions
Is the UAE part of the Hague Apostille Convention?
No. As of October 2026 the UAE does not appear on the HCCH status table for the Apostille Convention, so an apostille on its own is not enough. Foreign documents still need legalisation in the issuing country, attestation by the UAE embassy or consulate there, and then attestation by MOFA in the UAE.
How much does MOFA charge to attest a document?
According to the MOFA FAQs, the attestation fee is AED 150 for personal (individual affairs) documents and AED 2,000 for commercial documents. Courier delivery is charged on top, and commercial invoices and certificates of origin follow a separate eDAS fee scale. Fees can change, so check the total shown before payment.
How long does MOFA attestation take?
MOFA states that eligible UAE-issued digital documents are attested within about 2 hours during working hours, courier-based attestation inside the UAE takes 1 to 3 business days, and courier-based attestation for documents issued outside the UAE can take up to 7 business days. Overseas steps before MOFA add their own time.
Do I need to translate my document into Arabic before attestation?
MOFA accepts originals in Arabic or English, or documents with a legally certified translation. Many UAE authorities, courts and notaries then require an Arabic version, which should be prepared by a legal translator accredited by the UAE Ministry of Justice, usually after the attestation stamps are in place so the stamps are translated too.
Can I attest a degree certificate without the UAE embassy stamp?
Not if the degree was issued abroad. MOFA requires documents issued outside the UAE to be attested first by the issuing country’s foreign ministry and then by the UAE embassy or consulate in that country. Without that embassy stamp the application will be rejected.
What is the difference between personal and commercial attestation?
Personal documents relate to an individual, such as degrees, marriage and birth certificates, police clearances and personal powers of attorney. Commercial documents relate to a business, such as trade licences, board resolutions, memorandums of association and commercial powers of attorney. MOFA lists different fees for each: AED 150 and AED 2,000 respectively.
Why do MOFA attestation applications get rejected?
MOFA lists the main reasons as information that does not match the document, documents that are not original or have been altered, choosing the wrong issuing authority or document type, documents that do not meet attestation requirements, and sending a digital-eligible document through the courier route. Laminated originals and missing overseas stamps are also common problems.
